My understanding is that the sticker images are WebP, and WebP supports animation, so probably so. Maybe already? Someone could try adding a pack with animated WebP images.
Edit: Checked the blog post again, looks like the sticker pack creator expects PNG and only converts to WebP, so maybe not quite possible yet.
